Fort Hays, KS, was established on October 18, 1865, to protect the employees of the Kansas Pacific Railroad Company from Indian attacks. First called Fort Fletcher, the War Department renamed the installation Fort Hays on November 17, 1866, in honor of Brig. Gen. Alexander Hays. Fort Hays was abandoned on November 8, 1889. This microfilm publication reproduces records relating to Special Agent Thomas Downs’s enrollment of the Indians at the Flathead Reservation, 1903-08. The records have been arranged in three parts: census rolls, administrative documents, and documents relating to contested applications. On January 12, 1905, the Commissioner of Indian Affairs instructed Special Agent Thomas Downs to investigate questionable applications to the 1903 roll and to compile a new roll of the members of the Flathead, Kutenai, Pend d’Oreille, Kalispel, and Spokane tribes who lived on the Flathead Reservation. Most of the records reproduced in the publication were created during Downs’s investigation, but the 1903 McNichols roll and the documents submitted with the suspended applications are also included along with supplements to the Downs roll.Records of the Bureau of Indian Affairs and Records of the Office of the Secretary of the Interior. The collection includes original transcripts and a message from Abraham Lincoln dated 11 December 1862. The first reel contains Lincoln's message and transcripts for trails 1 through 127. The second reel includes cases 128 through 295. The third reel provides the transcripts for cases 296 through 392. Furthermore, this reel contains the names and information regarding penalties or acquittals for 326 American Indians imprisoned in Mankato.
