Fort Hays, KS, was established on October 18, 1865, to protect the employees of the Kansas Pacific Railroad Company from Indian attacks. First called Fort Fletcher, the War Department renamed the installation Fort Hays on November 17, 1866, in honor of Brig. Gen. Alexander Hays. Fort Hays was abandoned on November 8, 1889. The records described in this microfilm publication are from two series of Department of Justice records. They include many letters, telegrams, and notes exchanged between Judge Parker and the DOJ during his service on the Federal bench. Isaac Charles Parker, son of Joseph and Jane (Shannon) Parker, was born October 15, 1838, in Belmont County, OH. At age 21, he began practicing law in St. Joseph, MO. He served as city attorney, 1860-64; presidential elector, 1864; corporal in the local militia; judge of Missouri's 12th Circuit Court, 1868-70; and member of the U.S. House of Representatives, 1871-75. In 1875 Parker relocated to Fort Smith when President Ulysses S. Grant appointed him judge of the U.S. District Court for the Western District of Arkansas. He took office on May 10, 1875, and served until his death on November 17, 1896. During this period, each judicial district had both a U.S. District Court and a U.S. Circuit Court. In some cases, district court judges such as Parker also "rode circuit," presiding over cases in the circuit court. In the course of his 21 years of service in these courts, Parker passed the sentence of death on 168 individuals, of whom 88 were hanged. He thus became known as "the hanging judge."Sioux War Trial Transcripts, 1862-1863Call Number: Microfilm 1195The Sioux War trial transcripts contain records of the United States Senate hearings regarding the Dakota Conflict of 1862. The collection includes original transcripts and a message from Abraham Lincoln dated 11 December 1862. The first reel contains Lincoln's message and transcripts for trails 1 through 127. The second reel includes cases 128 through 295. The third reel provides the transcripts for cases 296 through 392. Furthermore, this reel contains the names and information regarding penalties or acquittals for 326 American Indians imprisoned in Mankato.
